I don’t think I’d seen a Chelsea built with a Balmoral-ish full galosh that way before.
I wonder if you’d even need to crimp the piece over the instep.

I am starting to fall into the camp of leaning towards crimping more, not less. I think there’s a benefit to be had for crimping tongues, etc, that don’t “need to be”.
